I like to use tools that are 75% the mirror size. The tool is lighter and easier to handle, and still grinds fast enough. Plaster tools over 20" in size are heavy and awkward to handle. Make a grinding tool from finishing plaster, hydraulic cement, casting plaster, or concrete, available at well equipped building supply houses.
